The issuing, 15 years after its first appearance, of a new edition of a book based on my doctoral thesis delivered in 1983 at \"Nicolae Iorga\" Institute of History of the Romanian Academy is the result of the fact that, for a while, this book has been impossible to find, which allows me to believe, with optimism and modesty, as the author of it, that there is still a desire to read it. I only can explain this interest, beyond the assumption that the first edition was printed in too small a number of copies, by the interest shown by our public, specialists, students or mere seekers of the truth in pages of books in the unique destiny of the relationships between Romania and the United States of America. Generally, it is but obvious, I think, to Romanian historians that our history, and here we include its recent past as well, is difficult to explain without accurately and deeply understanding modern and contemporary Romania as in relation to the international environment or, from a more accessible perspective, the evolution of our country\'s relationships with every great power of the world. Form this point of view, i.e. as a matter of study, the relationships with the U.S.A. have represented a chapter approached with tardiness in the Romanian historiography, owing to circumstances rather than to historians.
